Q:  What type of notice do I give to a tenant who has not paid rent and won't return my phone calls?

A:  When a resident fails to pay rent on the due date, an owner can serve a Three-Day Notice to Pay Rent or Quit. If rent is not paid by the resident after the third day, the owner can start the eviction process and proceed with an Unlawful Detainer Complaint.

Q:  If a resident fails to pay rent, can an owner change the lock on the unit door or turn off the electricity?

A:  No. These activities, referred to as “constructive evictions” or “self help evictions,” are illegal.
